Hi everyone, I would like to propose a change to member privileges regarding Github discussions.
Currently, plugin maintainers can enable discussions in their repository, but only uses with at least triage permission can open new discussions. This makes them less useful.
Allowing users with read permission to create discussions is a setting that can only be enabled by organization administrators at the organization level (https://docs.github.com/en/organizations/managing-organization-settings/managing-discussion-creation-for-repositories-in-your-organization).
What would be the effects? There are none for repositories without activated discussions. However, for the (presumably rather few) repositories with discussions enabled, this means that members may have to pay a little more attention to new discussions, as new discussions can now be created by more people.
