Today, it looks like the list is unsorted, with all the actions available it
can take a few seconds to find the one you're looking for in an unsorted list.
There's some sort of sorting to it, but it's not immediately apparent what it
is (by category then alphabetically, maybe?). Alphabetical by the action seems
to make the most sense in this case.
