currently the cloudformation plugin is a BuildWrapper and therefore in plugins
like the conditional buildstep plugin it doesn't allow you to setup a stack
during the build step, only to setup the build environment. To fix this, a
BuildStepDescriptor needs to be implemented to handle actions during the
buildstep.
