It's just converting usernames to email addresses, not necessarily perforce
usernames. The Mail resolver API is not given any hint as to where the
username's information should be retrieved from, so it has to iterate through
all registered mail resolvers.
Can you get me a threadDump for 1.3.10 during a hang? You can get it by simply
hitting JENKINS_URL/threadDump once one of your jobs hangs.
