I was able to reproduce this in the current Jenkins version (1.456).
After logging in to our Jenkins-webinterface (as a user with administrative/all
rights) I am unable to see the "Delete"-button for _new_ users.
Only after going to this user's "Configure" screen and pressing the
"Save"-button the "Delete"-button is visible for all admin-users.
This procedure makes this user's "Delete"-button always visible, no matter if
an admin-user or the user in question did press "Save" in the users
"Configuration" screen.
I tested it with several browsers (Chrome, Firefox, IE) and it is the same
behavior. So it seems as if it is not browser(-session) dependent.
Just so that you know, we have connected Jenkins to our "Active Directory".
(However, there seems to be a bug with user creation, which probably is not
related to this problem. See my other bug-report:
