As a Jenkins user, I would like to be able to configure the Auto Refresh
feature and specify the time between refreshes.
This would be useful for systems where builds are not started so frequently. I
like that the auto-refresh feature allows my build monitor to keep up-to-day,
but it isn't necessary for it to refresh every ten seconds.
