I have to revoke my statement. Using 1.424.6 and the current "master"
(https://github.com/jenkinsci/jobConfigHistory-plugin/commit/e4b8c6278c6c733b25abc06833a659351969316e)
I do see "JobConfigHistory" as user without Admin rights but the right to
configure a job. Could you try the snapshot from
http://huschteguzzel.de/hudson/job/jenkinsci-jobConfigHistory-plugin/788/org.jenkins-ci.plugins$jobConfigHistory/?
The unittests are failing due to timing issues (can not reproduce this on my
workstation, only fails in huschteguzzel's vm instance).
