Hope my experience helps someone out there.  I kept getting this same error due 
to my configuration.  My configuration was a centos linux (ver 5.6) machine 
running jenkins (LTS 1.409) that would connect to a cloud storage service 
(amazon) to store all of its jobs.  Once I removed the cloud storage and just 
put all of the data on the local machine I stopped getting this error. I 
believe the problem, never confirmed, was that access to the cloud storage was 
too slow and kept timing out.
