correct.

The remote directory can be used as a convenient default location for files, 
or, if Exec is disabled, can be used to ensure that files can only be uploaded 
under this path.

There is no way to provide a universal mechanism to change directory.
The "shell" of the user that you log in with could be anything - including a 
home grown script
