Currently all workspaces are created with submitunchanged. Workspace
SubmitOptions be configurable
Example: A pre build step checks out all the poms in a project using scm:edit.
It then updates any out of date dependency version properties and submits the
changes using scm:checkin.
Since the workspaces created by the perforce plugin have their SubmitOptions ==
submitunchanged (the default) unchanged poms are committed
