There is a slight drawback to the fix for this defect. The fix was to allow
only a single VM to be in a startup phase at time, in the entire Jenkins
system. If multiple jobs are started, and each job is targeted at a different
VM that is currently powered down, the VMs will start - but in series rather
than in parallel.
