I found out that one can use the [Flexible Publish
Plugin|https://wiki.jenkins-ci.org/display/JENKINS/Flexible+Publish+Plugin] to
conditionally execute post-build actions, but unfortunately the "Perform CVS
Tagging" action is not available then.
