Description:

If a deliver fails, and should be cancelled but the cancellation does not complete, then we will find that baseline again and again as a deliver (posted too) to be processed by jenkins.
Calling cleartool deliver -status on the dev stream correctly says that a deliver is in progress, but the second line of the output is :
"Operation is currently being cancelled - some data may already have been removed."
And that we are not catching.
I will suggest that we look for line starting with "Operation is currently being canceled" as I do not know if the the rest of that line could be different"
