We have the same problem - along with the issue JENKINS-3922 (the Fix proposed by David Reiss didn't match our conditions; consequently it didn't work either). Are these related?
The Problem seems to only affect builds with a large number of Artifacts. At least there is a correlation between the "size" of the build and the delay after "channel stopped".
