Description
Project Scope:
DNR-CWCB In stream Flow is in need to replace their existing MS-Access
database and also need to create new fields and functionality in order to
manage all CWCB water right information, improve access to all information
and also improve efficiency of workflow. The new database should also share
data with GIS, maintain public access through web, higher level analysis and
water right accounting.
The new database shall include following functionalities:
• Produce summary tabulation.
• Manage and store resume review results.
• Access through webpage (internal, public, partners, cooperators).
• Accounting and diversion record generation for all water rights.
• Easily generate user tables that show the relevant information.
• Resume review report (summary for each month, yearly summaries of all
reviewed resumes).
• Generate template documents Executive summaries, SOPs.
• Dashboards that allow access to decrees, gage data and accounting.
• Store all important information related to ISF water rights of all types.
• Easily find and view information.
• Remove redundant data entry for GIS, database, resume review etc.
• Output info easily exported into other documents such as executive
summaries, court documents, etc.
Development:
• Developers will be working with business analysts and customers to
understand requirements and will work closely with the Principal Developer
and the Client team supporting CWCB to design an application in line with
Client strategies and standards.
• Designs must meet business requirements and provide strengthened
usability.
• Developer will determine the best approach in the development of an
application’s code to meet the customer’s current requirements and
anticipate future enhancement needs.
• Working with the Principal Developer, develop estimates of the work effort
necessary to deliver application solution.
• Determine reasonable and accurate estimates for the completion of assigned
work activities.
• Using .Net 4.0 Entity framework and C#, develop an application in line
with business requirements using Agile or Waterfall methodologies as
directed by Principal Developer and Manager.
• Apply secure programming techniques using standards and best practices.
• Organize, build, and validate all segments of the code related to a
specific build (release) for final User Acceptance Testing.
• commenting code for peers and testers.
• Using T-SQL create stored procedures and server side edits if necessary to
meet the design.
• Perform unit testing and configuration management.
• Minimize defects through disciplined unit testing.
• If bugs are found during system testing, work with testers or users to
understand and fix bugs.
• Bring scope changes and new requirements to the attention of the Principal
Developer and make sure they get through the application change management
lifecycle.
• Assist with go live readiness and go live activities.
• Create documentation of the solution so that other developers can maintain
the application going forward.
• Conduct knowledge transfer or walkthroughs if necessary.
• Record time spent on work activities into the approved project tracking
system.
• Provide appropriate progress reports to the supervisor or project manager
as requested.
• Developers should demonstrate the Client values in their activities and
interactions.
Necessary Skills:
• 5 years experience with coding C#. on the .Net platform, 2.0 or higher.
• 3-5 years experience coding Transact-SQL queries for SQL Server, 2008 R2
or higher.
• Experience with Entity Framework 4.0 or higher.
• Demonstrated proficiency with SSRS (SQL Server Reporting Services).
• Demonstrated proficiency with Windows Presentation Foundation (WPF).
• Willingness to be part of a scrum or agile team.
Familiarity with:
• TFS (Team Foundation Server).
• HTML 5 and CSS.
• Web Services.
Qualifications:
• C# Proficient 4-5 yrs Yes.
• Essential C#. on the .Net platform, 2.0 or higher SQL Server, 2008 R2 or
higher Entity Framework 4.0 or higher SSRS and WPF Proficient 3-4 yrs Yes.
• SQL Proficient 2-3 yrs Yes.
• Transact-SQL Proficient 3-4 yrs Yes.
