(Context: Windows server/slave - AssertionError: appears to be using unpatched svnkit) Ran into this same/similar problem locally. On the slave machine there was a second svn.exe located in a different path (sliksvn client). It was an older version of svn.exe and caused this exact error message. Just to 'cover the bases' you can type svn --version in the command line on the slave.
