It seems to use the default values. The build parameters may have an impact which needs to be validated when running in dry run mode. They can be used in various ways for customizing a job execution. For instance, if using the Parameterized plugin for configuring the NodeLabel, then the corresponding downstream job's build parameter is changing the slave.
