Nathan McDonald commented on JENKINS-15443 Duplicate jira comments added for each jenkins build Investigated this a bit more, it turns out we were having the same issue with normal emails as well (duplicate being sent with different build number). We now use the email-ext plugin which solved this for us for emails. Guessing it's similar issue affecting the jira plugin.
