[JIRA] (JENKINS-15444) NPE in DownStreamProjectActionFactory

I get this too, after upgrading from an ancient version (1.43x). All my old builds are gone, and about 50% of my builds can't run. In some cases configuring the job made it work (e.g. skipping the test phase and doing other random stuff), but not all of them.

Let me know if any specific information are needed to resolve this.
