[JIRA] (JENKINS-15543) Mkdirs fails on Windows slave

Note the slave is running Windows 7 and is configured with 2 executors. At the time of the error, two build jobs are starting simultaneously and the directory d:\jenkins-slave\workspace exists but is empty.
Could this be a concurrency issue?
