ACK, chown/chmod in Debian maintainer scripts generally is not elegant, recursive chown/chmod actions are really bad though (destroying e.g. any possibly existing extended ACLs).

If there really is a special need for adjusting permissions at least consider using dpkg-statoverride. For handling upgrades from Hudson (or regarding a specific Jenkins version) 'dpkg --compare-versions ...' might by handy.
