Also happened after upgrading Jenkins to 1.448. For me all the SCM options vanished but one and now incremental builds happen. And the funny thing is that they succeed while a clean build would fail so my colleagues even committed not knowing the build was actually broken. Did as Greg Snyder suggested and that worked (but tbh i also updated a few other plugins and disabled some). I did not have to reconfigure though (maybe because Jenkins Job Configuration History Plugin helped?).
