If the directory doesn't exist, the packaging of the IPA will fail anyway. So I assume that the issue in JENKINS-12237 was caused by the manual intervention (directory deletion) maybe combined with a misconfiguration or another failure. I don't see how, at that stage, the build directory could be non existing.
