I have this issue frequently on my CI http://ngiger.dyndns.org/jenkins/. I changed my projects to poll only at 3 minutes after the hour.
I see the problem mostly when one of my slaves (1 Windows, 1 MacOSx, 1 Debian/Lenny) does some work. If I clean a workspace on one of these slaves. I get very often the PermGen error.
