I've got in touch with some guys from the tap-l mailing list, and one of them forwarded the message to other mailing lists and to the responsible of testanything.org. Hopefully it will be back online in few days. In the meantime, I will try to find out more about TAP 12, and why Tap::Harness does not output TAP 13 :o) Thanks a lot.
