fyi, this is because the mailer was removed from core in 1.494. Since you are running a version after that you need to have it enabled. Email-ext, as with many plugins, is built against version 1.480.2 which is the most recent lts release. This "workaround" will be required until something >= 1.494 is promoted to lts.
