This issue says "when more than one region is configured", but the plugin doesn't offer that as an option. Instead, it offers the ability to define multiple clouds, which can be in separate regions... but the multiple cloud support is badly broken, as evidenced by the other open issues about it. I hope to provide a patch to resolve this in the next few weeks.
