Description:

Add a PrimaryView provider or something like that in order to determine Jenkins' primary view (and Stapler's fallback view).
It's useful to have a distinct starting point according some criteria, for example, the user's department or something similar.
Actually the primary view is configurable but fixed.
Using a provider give us the opportunity to customize how it's selected.
