Unfortunately not. I'm sure that there is no stack with given name but what I'm receiving immediately after build initiation is:

The same user using cfn-create-stack can bring up this stack without any problems.
So, probably this ticked should be cloned and renamed and then original closed (as it's not capabilities issue).
