Somehow my Jenkins instance started without the Perforce SCM plugin loading correctly. I restarted Jenkins, and it resolved the issue.
There was a suggestion on IRC that Jenkins might need to "re-drive plugin load for any failed load at the end of its plugin load process; at least give it another try". Please consider this feature request.
If I can reproduce the issue, I'll update the ticket.
