For what it's worth, I also use Publish Over SSH, with many connections configured, and they all load just fine. The only real difference between the two in the xml file are the lines:
<msg class="jenkins.plugins.publish_over_cifs.CifsPublisherPlugin$DescriptorMessages"/>
<hostConfigClass>jenkins.plugins.publish_over_cifs.CifsHostConfiguration</hostConfigClass>
And removing these does not help. This leads me to believe that it's something about the Cifs plugin that is preventing the load from working (since the SSH configurations load fine).
