I am no longer able to reproduce. Configuration saving seems to works fine now. Tested with CVS 2.8, Gerrit Trigger 2.9.0, and Jenkins ver. 1.510-SNAPSHOT. The bug in core that was causing this must have been fixed.
Recommend closing when verified by another user experiencing this.
