I can reproduce this problem with this pipeline:

 
                                                                pipeline {
    agent any
    
    stages {
        stage("Remove file which does not exist") {
            steps {
               catchError {
                    sh("rm /nonexistent")
                }
            }
        }
        
        stage("Hello!") {
            steps {
                sh("echo Hello1")
            }
        }
    }
}
