Description:

There is a checkbox "Allow other plug-ins to contribute messages" in GerritManagement page. But no help.
I know "BUILDS_STATS" parameter in GerritVerifiedCmd is controled by this setting because I already checked source. But I'm not sure the original purpose for this.
In addition, this looks like a part of watchdog setting.
So please sort out description for this setting.
