We can not get more information from reporter, and on the description it the behaviour we want. If a view update fails we want to fail the build, and let that information be persisted on the baseline.
If the view update or rebase or what ever is failing because somebody accidently cuts the network cable or whatever, all it takes is to change the promotion level of baseline, then it will be picked up again.
