I am fairly certain that our issue is related to the Perforce plugin. I filed a ticket with the plugin providers: https://issues.jenkins-ci.org/browse/JENKINS-17630
Do you happen to see a large number of active 'p4 client -i' processes just sitting around? This seems to be the core of our problem.
