While I sympathize with the poor error message, that's really the fault of the COM API / ADSI and not something we can fix on our side.
Error code in question can mean so many different things (for example see http://social.technet.microsoft.com/Forums/en-US/ITCG/thread/1004d5d4-5ff7-409d-8c5c-e46090206771/) that it's dangerous to assume that this was caused by the time difference between two servers.
So I don't really see any way to fix this.
