For this use case you can use the "New" warning thresholds. I.e., if you set new to 10, then you can have up to 10 new warnings, but not more. If you fix 5 warnings, then you still can have up to 10 new warnings in the next build (and not 15).
I typically use 0 for new: i.e, you can't introduce new warnings and the number of warnings will decrease since the delta is computed with respect to the first build.
