Note that I get the same thing if I try to tag via the command line CVS client:

C:\package\jenkinsservice\jobs\PKG9145ELB_INSTALL\workspace>cvs rtag xxx csem-pkg9145eLB-pkg/csem-pkg9145eLB/csem-pkg914
5eLB-api/src/com/canoga/nms/pkg/pkg9145eLB/v4_00/device/command/Module9420_302UNIPortConfigLoadCmd.java
cvs rtag: modules file missing directory for module csem-pkg9145eLB-pkg/csem-pkg9145eLB/csem-pkg9145eLB-api/src/com/cano
ga/nms/pkg/pkg9145eLB/v4_00/device/command/Module9420_302UNIPortConfigLoadCmd.java

So this is not necessarily a Jenkins CVS Plugin problem other than the fact that "cvs tag" works and if the old method could be enabled, this would suffice.
