This is a bug that was logged with SVNKit however the fix has not been deployed with the jenkins subversion plugin. Please see this link for detail:

My current version of Jenkins is 1.480.3 and the Jenkins Subversion Plug-in version 1.48. We are using Subverion 1.7.9
This appears to just require an update of the plugin with the latest SVNKit library for the error to be resolved.
