This function is already built in into Jenkins and can be activated by entering the URL <jenkins host>/safeRestart. After confirming with "Yes", Jenins switches to shutdown mode and restarts when no jobs are running any more.
The "SafeRestart" plugin puts a link to this URL on the main page to conveniently call this URL by clicking on a link rather than entering it in the address bar of the browser.
