I can confirm the existence of this issue in gerrit-trigger 2.10.1 Setting a job specific custom build message for starting a build stops start messages form appearing in comments in Gerrit. (Jenkins-> <job name> -> Configure -> Gerrit trigger -> Custom Build Messages -> Advanced -> Custom Build Messages -> Build Start Messages) If they are left blank, the message is generated based on the global configuration for the start message. (Jenkins -> Manage Jenkins -> Gerrit Trigger -> Advanced -> Gerrit Verified Commands -> Started)
