Have seen the same issue here
This happens with a Jenkins server running on Fedora.
It doesn't happen with Jenkins on Ubuntu.
had a brief look around and the plugin file structure is completely different for Jenkins on Fedora vs Ubuntu: probably this is the issue, somehow.
