Could you share your TestLink attachment settings are? I've successfully attached attachments minutes ago with a TAP result seeking strategy.
Did you add any customization to TestLink, or change the default (1.9.8 config) attachments settings?
If you could add more on your Jenkins job configuration and TestLink configuration, I'll try to reproduce the issue.
