I'm encountering this issue as well using a new AWS account with instances in the us-west-2 region. I'm running version 1.20 of the EC2 plug-in. My instance is created successfully, but Jenkins just loops trying to SSH into it on the private IP. I can SSH into the instance just fine using the public DNS outside of Jenkins.
