Or the server may be heavily loaded but this is only apparent when you see how many things are sitting in the queue. It would be useful for one of the bundle files to summarize the contents of the queue (like /queue/api/xml but simplified): how many items are running, how many are blocked in different ways, and the counts of each kind of CauseOfBlockage.
