I have been experiencing this problem as well. When there are many JMeter jobs with lots of previous build results containing jtl results, the plugin appears to parse every single one of them. This has a major negative impact to the performance of Jenkins, often making the Jenkins UI unresponsive. Even to the point where the system does not recover.
This has been observed with version 1.9 of the performance test plugin.
This is a critical bug which I am surprised that more people have not commented on.
