Description:

If I want a build to promote immediately after completion, the promotion will block on queued up builds of the same job.
IOW, if I start a build of job foo, with automated promotion on completion, then, while the foo build is running, another foo job gets queued up, the promotion for the first job will not run until the queued up foo build also completes.
And then, it copies the artifacts from the last completed build rather than the one prior.
I'm using 'spec by permalink' and 'latest promotion'.
So there are 2 problems here.
1) promotion blocks on queued builds of same job
2) promotion copies wring artifacts.
Note this is with 2.13 as 2.14 has the NPE bug that renders it unusable.
