I was having the problem with older versions of Java 7 and Java 6. It must be a general issue with Java on windows (and is triggered by something new in Jenkins). I was getting the crash on a Windows 2003 32-bit virtual machine. Specific versions of Java don't appear to be a factor and people have seen the problem on Windows 7, Windows 8, 2008, 2003, and 64bit and 32bit. The common thread appears to be a crash on windows during finalization and it occurs pretty quickly during startup. I have lots of plugins but it sounds like at least some people have gotten the problem by just running the latest war by itself on a fresh install.
