I was having the same issue when I ran across this ticket. I found a work around in the Multijob phase configure page.
>From the drop-down at the Mark phase as successful when phase jobs' statuses are: selection box I chose Complete (always continue) and even though some jobs ran into failures, the rest of my jobs finished to completion. (as noted below)
Build -> Multijob Phase -> Mark phase as successful when phase jobs' statuses are: -> Complete (always continue)
